A Guardian analysis found more than 176,000 tonnes of fuel, mostly diesel, loaded at South Korean ports onto seven tankers that made 14 voyages to Russia’s far east in July and August.
South Korea said it would verify the reported shipments and act in accordance with the law if a violation of domestic rules is established.
