International Committee of the Red Cross (ICRC) President Mirjana Spoljaric said she met former Hamas leader Ismail Haniyeh in Qatar on two separate occasions to arrange a visit to Israeli hostages held in Gaza, according to The Jerusalem Post.

Spoljaric said the ICRC had no access to the hostages.
