Montenegro detained and ordered the expulsion of five Russian citizens, including Rybar network founder Mikhail Zvinchuk, citing threats to national and internal security, according to OCCRP. The Associated Press reported that Zvinchuk worked in the Russian Defence Ministry’s press office and founded Rybar, a Telegram channel with more than 1.5 million followers.
