The United Nations General Assembly (UNGA) held on September 25, 2026, its second High-level Meeting on pandemic prevention, preparedness and response, three years after the first, staged in 2023 in response to the challenges posed by the COVID-19 pandemic and gaps in global health security.

Leaders recognized the progress made in the past three years in systems to detect, prepare for and respond to pandemic threats, including adoption of the WHO Pandemic Agreement and amendments to the International Health Regulations (2005). Countries also stressed the urgent need to finalize negotiations on an annex to the WHO Pandemic Agreement establishing the Pathogen Access and Benefit-Sharing (PABS) system.
