France's anti-terrorism prosecutor's office confirmed Thursday that Kevin T., 39, had been formally charged with murder and attempted murder in connection with a terrorist enterprise, after admitting he targeted people who appeared to be Muslim, African or North African, according to Al Jazeera.

Last Friday he fired from his car at people in the towns of Trappes and La Verrière, west of Paris, killing one and wounding seven others, including a child; most of the victims had foreign heritage.
