Ukraine’s president, Volodymyr Zelensky, ruled out telephone talks with Russia, saying Moscow would use the conversation as a pretext to avoid further meetings; he spoke at a press conference alongside German Chancellor Friedrich Merz in Berlin.

In the German capital, Zelensky ruled out inviting Vladimir Putin to Kyiv and said no Ukrainian intends to go to Moscow. The president confirmed that Ukrainian, Russian and US officials will meet in Abu Dhabi on November 10 and 11, and that Kyiv wants a halt to attacks on energy infrastructure, safe passage for grain shipments through the Black Sea and further prisoner exchanges. Merz said he does not see Russia seriously engaging in ceasefire negotiations and that Europe needs a voice on sanctions and post-war security.
