President Donald Trump waived the application of sanctions, restrictions and duties provided for in the Graham Act, in an executive order issued on the evening of Friday, October 16, 2026.
The law he waived, whose main backer in Congress was the late Senator Lindsey Graham, would have imposed tariffs of up to 100% within 30 days on all goods brought into the US from the five largest importers of Russian crude oil or gas, according to Reuters. Trump justified the move as being in the “national interest” of the United States, according to the Hindustan Times, which notes the law was signed last month.
