The African Group of Negotiators says the UN climate convention has no agenda item that provides space to discuss public financing and wants one created under Article 9.1 of the Paris Agreement, the 2015 provision that obliges developed countries to provide financial resources to developing ones.

The group’s chair, Nana Antwi-Boasiako Amoah, said wealthy countries are likely to oppose the adoption of the agenda because of that item. The summit, hosted by Türkiye with Australia leading the negotiations, opens on November 9 and runs to November 20.
