Halliburton signed memorandums of understanding with Brazil’s Eneva and WESCA to assess and pursue oil and gas opportunities in Venezuela, the US oilfield services company said on Monday.

The agreements are non-binding: they cover cooperation to identify opportunities and support field evaluation and development planning, with no obligation to invest, no set timeline and no disclosed revenue. The move follows the US capture of Nicolás Maduro in January and the easing of sanctions: in February the Treasury’s Office of Foreign Assets Control (OFAC) authorised the supply of goods, technology, software and services for oil and gas exploration and production in the country and gave BP, Chevron, Eni, Repsol and Shell broad scope to operate, according to Reuters.
