Russia’s permanent representative to international organizations in Vienna, Mikhail Ulyanov, called the International Atomic Energy Agency (IAEA) Board of Governors’ resolution reporting Iran to the United Nations Security Council “disgraceful” and accused Western countries of “complete irresponsibility” within the body, at a news briefing on Thursday, September 24, 2026, according to TASS, cited by News-Pravda.

The resolution, submitted by the United States, Britain, France and Germany, was adopted on September 9, 2026 by 23 votes in favor, three against and eight abstentions, with Russia, China and Niger opposed, and asks IAEA Director General Rafael Grossi to report Iran to the Security Council and the UN General Assembly, according to AFP, in a report published by the Khaleej Times. According to AFP, it is the first time in 20 years that Iran has been reported to the Security Council for failing to comply with its nuclear reporting obligations.
