French President Emmanuel Macron used his final address to the United Nations General Assembly as head of state to urge countries to recommit to international law and the UN system against what he called a resurgence of the “law of the jungle.” According to Agence France-Presse (AFP) and The Hindu, he called for a “double moratorium” halting strikes on civilian and energy targets in the war between Russia and Ukraine: “We must protect the civilian population, and this is why we’d like to express our support for a double moratorium, a moratorium on strikes on energy and civilian infrastructure.” On Gaza, he said that “some claim that peace has been achieved, but this has not opened up humanitarian deliveries” — “a spectacle that shames us all,” as he put it.

Macron also proposed that countries pool investment capacity to build an open-source frontier artificial intelligence (AI) model: “I don’t want anyone to become the vassal of one of the great powers,” he said.
