China’s Cyberspace Administration (CAC) has opened an investigation into DeepSeek and Moonshot AI to determine whether sensitive data leaked when user requests were routed to models made by the US company Anthropic, according to a report by The Information carried by NDTV Profit and The News.

The allegations come from Anthropic’s own September 2026 report, which said DeepSeek rerouted more than 12.1 million exchanges to Claude over a 14-day period in July and that Moonshot, the developer of the Kimi family of models, routed nearly 300,000 customer requests through 5,380 fraudulent accounts over 10 days while presenting the answers as its own. Anthropic also said some of the rerouted requests contained sensitive customer information such as credentials and data from internal corporate systems. According to The News, the CAC summoned representatives of the seven Chinese companies named in the report for several rounds of questioning, among them Alibaba, Zhipu, SenseTime, MiniMax and Xiaomi, and is weighing possible violations against China’s cross-border data rules. No sanctions have been announced.
