The attorneys general of California, Rob Bonta, and New York, Letitia James, sued the Trump administration on Tuesday, 22 September 2026, over deals that buy back federal offshore wind leases.

Bonta is challenging the removal of a project planned off the California coast by Chicago-based Invenergy; the administration said in June 2026 it would buy back the company’s US offshore wind leases for four projects on the east and west coasts. James is leading seven states in suits seeking to block the Invenergy deal and a separate proposal with Bluepoint Wind, which agreed in April to end a wind farm under development off the New York and New Jersey coast, according to The Associated Press, in a dispatch published by The Guardian. The deals would hand energy companies about $1.4 billion in taxpayer money in exchange for cancelling multiple projects, and the administration has pledged nearly $4 billion to companies to walk away from projects across the country. James called the deals illegal and said they will raise electricity bills: “Americans are facing increasing energy costs because this administration would rather pay off energy companies than let us build the new power sources we need.” Attorneys general from Connecticut, Delaware, Maine, Massachusetts, New Jersey, Rhode Island and Vermont joined New York’s suit.
