The United States is withholding an entry visa for Sudan’s army chief, Abdel Fattah al-Burhan, who was due to address the United Nations (UN) General Assembly this week, according to a Reuters report published by the Hindustan Times, which cites Sudanese sources and a Western analyst. The visa appears to have been made conditional on Burhan signing a 90-day ceasefire proposed by US Senior Advisor for Arab and African Affairs Massad Boulos. Sudan’s UN ambassador, Al-Harith Idriss Al-Harith, asked in a letter dated September 21, 2026, for Secretary-General António Guterres to intervene, arguing that preventing a head of state of a member state from attending violates the organisation’s obligations. UN spokesperson Stéphane Dujarric told Reuters that Guterres is “deeply concerned” and that the secretariat has raised the matter with US authorities.
