The latest attacks killed eight people in Um Dibo, in El Sunut locality, West Kordofan, on Monday evening, and wounded three. On Tuesday, at least four people were killed and more than 10 injured when a drone struck a fuel station in the central market in El Abbasiya Tagali, South Kordofan.

Fifteen substations have been targeted since early October, according to Emergency Lawyers, a Sudanese rights group. The Merowe Dam, with a capacity of 1,250 megawatts, is now the last major source of electricity in the country, providing more than 70% of Sudan’s electricity, according to an employee of the Electricity Holding Company.

The Arab League condemned repeated attacks it attributed to the Rapid Support Forces (RSF) on energy facilities in Khartoum, El Gezira, Sennar, El Gedaref, River Nile and Red Sea states.

President Miguel Díaz-Canel called the water supply problem “grave and complex” and said that large-scale investments to solve it require time, while immediate difficulties are being addressed.

The worst-affected provinces are Havana, with about 536,000 residents facing supply problems, and Santiago de Cuba, Holguín, Matanzas, Artemisa and Pinar, with about 200,000 each.

Díaz-Canel attributed the problem to objective causes — the US blockade, the energy crisis, aging networks — and also to the “negligence, indolence and lack of coordination” of the authorities.

President Volodymyr Zelenskyy said Russia’s overnight attacks damaged power generation facilities and substations in nine regions, leaving emergency outages in many cities. Russia’s Defense Ministry confirmed on Telegram that it hit two power stations in Ukraine’s Kyiv and Zhytomyr regions and said it downed 709 Ukrainian drones across 14 regions, Crimea and the Black and Azov seas. In southern Russia, a Ukrainian drone attack started a fire at a distribution facility of Ozon, in the town of Adygeysk in the Republic of Adygea, regional head Murat Kumpilov said. Kremlin spokesman Dmitry Peskov said he hoped Trump would continue his peacemaking efforts after the Democratic victory and treated any changes in Congress as a domestic US matter: “President Trump continues to exercise his powers. We sincerely hope that he will also continue his peacemaking efforts.”

In Kharkiv, a hospital was hit and 73 people were wounded, most of them elderly patients, according to Volodymyr Zelensky. Russian strikes on an aid center, a hospice and a hospital killed at least 38 civilians and injured scores of others in 24 hours. Kyiv’s water supply was entirely cut off “due to enemy attacks and damage to the capital’s energy infrastructure,” the supplier Kyivvodokanal said, and the entire metro network was suspended on Tuesday. Russia also struck energy infrastructure in nine regions, affecting water and heating. Zelensky said Russia launched 289 drones, 17 ballistic missiles and 59 cruise missiles overnight across the country, and three thermal power plants of Ukraine’s largest private energy company were out of operation, according to the company. The UN human rights monitoring mission said the aid distribution at the school in Komyshuvakha had been highly publicized and that the attack “seems to have violated the most fundamental principles of international humanitarian law.”

The collision killed at least 69 people and injured dozens, and Spain began three days of national mourning. Audio recordings between drivers and the control center released on Thursday appear to show the Renfe train was cleared to move even though the Iryo train had stalled about 25 km ahead; according to the transport minister, the Renfe train was ordered to proceed in error. Emergency crews continued operations at the site, with the death toll at 69, France 24 reported.
